This is quite an underwhelming list. I thought they would hit more things, but it seems they just brought stuff back. Although I do hate it when they errata cards *pouts*

It honestly seems less of a banlist and more of a "hey, we still exist, guys" type thing.

Sangan at 3 though? Looks like Sangan abusal Exodia is back, baby!!!!

Also am I missing something, or why is Neptune banned?

I believe it's from Independent Nightengale. This card has the following effect :

Level 1 WIND Winged Beast-Type Fusion Effect Monster

Fusion Materials: “Lyrical Luscinia – Assembly Nightingale” + 1 “Lyrical Luscinia” monster
(1) If this card is Fusion Summoned by using an Xyz Monster whose original name is a “Lyrical Luscinia” monster as Fusion Material: You can make this card gain 1 Level for each Xyz Material attached to that monster.
(2) This card gains 500 ATK for each Level it has. Unaffected by other card effects.
(3) Once per turn: You can inflict 500 damage to your opponent for each Level this card has.

And you know what happen if you tribute summon Tyrant Neptune with this card? You'll get a more overpowered version of Apoqliphort Towers with 6000 ATK and 5000 burn damage each turn. Oh, yeah. And it's unaffected by any card effect so have fun with that. And all it takes to pull this out are Instant Fusion (with Independent Nightengale) and Tyrant Neptune. Not even Utopia Lightning or Castel can beat Tyrant Neptune with this.

Well at least it was a pre-emptive hit, which is kinda surprising. Although if they were really concerned about that combo it would make more sense to ban Instant Fusion instead, since that also inadvertently stops Norden plays as well (or anything else for that matter).

Probably it has something to do with newer cards (which I haven't checked yet), that might require instant fusion for their play, and having Instant Fusion banned would render those cards useless or at least make them least playable to the point people won't bother.
