Call me crazy, but I see a few things I don't like here.

While BLS is a great card, I don't see it all that useable in a Crystal Beast deck, since the only LIGHT monsters you have are Ruby Carbuncles. Coupled with that, it seems Tour Guide's only function, aside from helping out with Rank 3s, is to be Chaos fodder. If you really wanted to include BLS, there are plenty of better DARK monster options with better synergy with Crystal Beasts, although I personally think BLS shouldn't even be in here since Crystal Beasts have much better win conditions without it.

Cobalt Eagle also shouldn't be at 3 since it's mainly a tech card, and can be a bit slow. Maybe drop him down to 1 and add a pair of Amber Mammoths, since that would also allow you to gain access to Horn of the Phantom Beast (Tiger is a valid target, but decks need to be consistent after all lol).

Your choice of Crystal spell cards is interesting. I would bump Rainbow Ruins to 3 though, especially since you have 2 Terraforming already and you don't want them to be dead in your hand. Promise and Beacon are incredibly situational and don't need to be at 3, and I don't even like Rare Value, though if you do no reason to drop it. Even if you have them in there solely for Summoner Monks, you probably will have bad hands more often than not, since 2 out of 40 isn't all that reliable odds.

Your deck is also lacking in Traps, so maybe add a few more like Mirror Force, Compulsory, or the aforementioned Horn of the Phantom Beast? Then again I haven't played with Soul Charge so I don't know how much you need to protect yourself from direct attacks, but you should at least protect your Fossil Dynas because your opponent will surely go after those first.

Extra looks pretty solid, though you are missing Alucard (I consider him a staple nowadays Razz) and Chidori at 3 is really overkill.

These are just my suggestions, so you don't need to heed them, but hope they help regardless.
